DISCUSS THE PURPOSE OF THE RETREAT, GROUND RULES, PARTICIPATION, WHAT WE WANT TO ACCOMPLISH/PERSONAL EXPECTATIONS – In brief, the purpose of the retreat is to set the future direction for the City of Chelan for the next 3-4 year period. An important part of the process is to evaluate and adjust the Strategic Plan that was adopted by Council last year with the key elements of the plan incorporated into the City’s 2007 City Budget. The idea is to build on the existing Strategic Plan and modify it as may be appropriate based on the changing needs/conditions of the community and its citizens. Based on past practice, what Council agrees to at the retreat will serve as the foundation for the 2008 City Budget and represent the focus of direction for next year’s administration and staff. On this point, it is important to recognize that a new Mayor will represent the City next year and the membership of the Council will be modified based upon the upcoming election.
TIME:
DEPARTMENT HEAD PRESENTATIONS – This section of the retreat provides the Department Heads the opportunity to brief the Mayor and Council on the operations, critical issues and challenges of their respective departments. Following each Department Directors 15 minute department briefing, Council will interact with the department heads and discuss the issues, concerns and opportunities affecting each department. The format for each DEPARTMENT PRESENTATION will include a review of the department’s mission statement, SWOT Analysis (strengths/weaknesses/opportunities/threats) and the identification and prioritization of the strategic issues, goals and objectives. The purpose of the department head reports and subsequent interaction with Council is to ensure that the operating issues of the various departments are communicated to Council and that Council can then provide input to the department heads and administration regarding its interests and concerns.

TIME – NOON TO 1 PM – COUNCIL INPUT & DISCUSSION – Based on the department presentations and input from council members, Council is asked to evaluate the information received for the purpose beginning the process of amending the City’s Strategic Plan including the confirmation of the existing elements of the plan and establishing new strategic goals and objectives as appropriate.

SWOT ANALYSIS (STRENGTHS/WEAKNESSES/OPPORTUNITIES
THREATS) – The purpose of the SWOT is to identify the factors and conditions
existing in the community and internal to the City organization to which the
City can build strategic responses. The idea is to reassess and amend the SWOT
as appropriate. Please note the following illustrative examples : 1) Council may
determine that the City is no longer in a sound financial position based on the
County Assessor’s property tax error and remove it from the strengths list, 2)
Council may determine that not enough emphasis has been placed on affordable
housing as a community issue in the Weaknesses & Threats section of the SWOT or
3) determine that the condition of City trees in the parks and golf course have
been improved and could be removed from the weaknesses section of the SWOT.

STRATEGIC ISSUES – Following the SWOT Analysis,
Council will review the current Strategic Issues to determine how they should be
amended.

Strategic Goals are the desired outcomes of
addressing strategic issues. Each strategic goal should be a direct outcome of a
strategic issue, each of which is related to the City’s mission statement.
Strategic Objectives are the measurable tasks/activities that must be undertaken
to achieve a Strategic Goal. Where the goals may be fairly general the
objectives must be quantifiable/measurable.
